What are the guidelines on how college students can communicate effectively with school authorities?

I'm actually looking for guidelines on the proper etiquette/decorum that college/university student leaders should take note of when they communicate with school authorities during meetings, when sending letters, when participating in negotiation with administrators, etc.

Can you explain a little more about what it is that you want to communicate? Each situation is different. You should check out your schools catalog or handbook. You should be able to find a section in either book to help you with you situation.
Also, maybe somebody can help you more on here if you provide more information!
